According to AFP (16.04.07), the CNE has opened 42 ballot boxes becuase "the documents (inside) were incomplete."
It appears that the CNE found that some actas - the official tally sheets compiled at the polling stations - contained figures that were manifestly flawed, while others were missing information, for example, the total number of votes for each candidate. In recent days the CNE sought and received permission from the courts to reopen ballot boxes and correct the faulty actas.
In the upcoming rounds, would providing calculators help?
